Conference at Harvey Mudd College, CA Sept 29th, 2007

Deccan has pioneered the application of operations research methodologies to the public safety sector, the very foundation of its success over the past 11 years. Deccan continues to provide top quality solutions by developing new and improved models for optimizing efficiency in public safety operations. Led by the expertise of Dr. Raj Nagaraj, Deccan’s O.R. Department is staffed today by a team of doctoral candidates who have specialized in applied operations research.

Fittingly, Deccan’s software developers participated in a recent Conference at Harvey Mudd College, one dedicated to the public sector and operations research. Deccan presented its experiences and “lessons learned” in creating decision-support solutions for Fire and EMS, showing other attendees how they might succeed in this sphere. The 50 specialists in attendance included academicians, researchers, and future practitioners.

Dr. Dick Larson, Co-Director of MIT’s Operations Research Center and a founding father in the discipline, applauded Deccan for its path-finding applications, singling out the Company’s innovations and describing these as “superior.”

This appreciation of our efforts, coupled with the growing need for more cutting-edge technology, continues to motivate Deccan in providing solutions for emergency managers and responders – solutions that will help them to save time and money as they uphold their commitment to save and protect lives.

Featured Client Department - Hampton Fire and Rescue

Effectiveness of using CAD Analyst & ADAM for Hampton Fire and Rescue's Strategic Planning Needs - interview with Chief Gray, Fire Chief Hampton Fire and Rescue

Optimal Station Relocation Analysis, using ADAM

With today’s demands for faster and more immediate emergency information, Fire Departments see a critical need for analytical tools which they can run in-house and at-will. "In the past, we hired consultants to run these numbers for us and make their recommendations. But the need for information is more immediate now and requires software in-house which can run comprehensive analyses and help us to make critical decisions and justifications,” commented Chief Gray.

"Deccan's ADAM is a valuable tool in that regard. It helped us to make strategic decisions vital to the planning process at Hampton Fire and Rescue," said Chief Gray in referring to a Station Relocation Project just concluded by his department.

Using ADAM, the Department successfully identified the optimal relocation site for Station 3, this in order to improve response performance of apparatus at the Station. Mandated by the Economic Development Department, the Fire Department was also given six candidates as prospective Station sites within the response territory. In order to analyze the candidates, Hampton provided Deccan with the site locations, streets, and service maps. Deccan used ADAM to simulate scenarios and to calculate response performance of engines at the six locations. By comparing performance at the different locations, Deccan was able to identity and recommend the ideal relocation site for Station 3.

In conclusion: Hampton Fire presented results gathered from ADAM to the Economic Development Department. The recommended location, one that provided the best coverage and response performance, was approved. "The project is moving in a positive direction.  Currently the identified location is under negotiation for sale and procurement," stated Chief Gray, pleased by the results he could give the Economic Development Department.

Self-Assessment/Accreditation Study and 1710 Analysis, using CAD Analyst

Hampton Fire and Rescue is conducting a district-wide self-assessment using CAD Analyst for:

1. Response performance analysis: To identify areas where the response performance is meeting the mandated four minutes more than 90% of the time.

2. Turn-out time analysis: Reviewing which stations are deploying from their stations within the mandated one-minute time target.

3. Staffing analysis: Identifying response performance based on staffing assignments; analyzing turn-out times and dispatch-to-scene performance.

Using CAD Analyst, Hampton Fire can give its City Manager a comprehensive status report and identify those factors with which it must comply. This study is due to be completed in Jan 2008.

Product Update

New and Improved LiveMUM Wall MAP!

For those who use LiveMUM Wall MAP in addition to LiveMUM (desktop), here is some good news! Deccan's engineering team has enhanced Wall MAP’s ability to seamlessly read data from LiveMUM. With this upgrade incorporated into Wall MAP, Communication Centers will now receive consistent displays of live status changes both on the desktop as well as in Wall MAP—all without having to undergo different configurations and set-up’s for each module.
