Fire and EMS Departments across the United States are facing major budget cuts in 2009.  Layoffs, brown-outs, station closures, and equipment deficiencies are all issues various departments are coping with while trying to maintain regular department services that keep the public safe.  Budget cuts have forced many departments to provide sub-standard services while putting fight fighters’ and civilian lives at greater risk. Usefulness of BARB in Loudon County during the 2009 Presidential Inauguration

On January 20, 2009 the 44th President of the United States, Barack H. Obama, was sworn in to office.  With approximately 1.8 million people in Washington D.C. to witness the events and numerous road closures Loudoun County, home of Dulles International Airport, turned to Deccan International’s BARB (Box-area Automated Run-card Builder) application for help.  

BARB is a one-of-a-kind software application that can be used to automate the building of static run-cards (pick lists) used in CAD systems to make station/unit recommendations for Fire/EMS incident dispatch. BARB expertly handles the building of station orders and unit orders based on the type of dispatch system installed at each department. With BARB, run cards can be created on the fly reflecting any change in the field deployment. 

Mike Carter, CAD Analyst for Loudoun County Fire-Rescue and Emergency Management, shares “For 36 hours before, during and after the inauguration we switched to a different method of dispatching units.  We changed the algorithms, updated the lists and re ran the run-cards using BARB.”  Although Loudoun County Fire-Rescue and Emergency Management had been using BARB for day to day use for over 5 years this was the first large event that they used BARB to coordinate.  So, was there any problems using BARB for such a large event with so many road closures?  “We had no problems at all.  BARB did everything we needed it to do and more,” says Carter “BARB saves a lot of work!”

Deccan Announces 2009 WEB Users Group Conference July 15-17, 2009

Due to an overwhelming number of Deccan clients that have tight budgets and travel restraints, we have decided to redesign this year's Deccan User Group Conference.  Because we understand just how informative and valuable our training sessions are to our clients,  we are proceeding with and online UGC this year.

Our Web UGC 2009 will be held Wednesday, July 15 - Friday July 17, 2009 over the internet.  An official agenda will be announced and distributed by mid-April.

A low $50 registration fee will be applied to each participating department.  Please note that registration fees are per department and not per person this year. 

Each participant will receive recordings of any sessions they attend as well as a Deccan thank you gift.  Stay tuned for more information...

 Stimulus and Grant Money Packages - What's available?

You now know how to use Deccan’s software applications to defend your budget (by reading our budget defense article) but how do you get these applications on a tight budget?  Luckily for your department there are many options.  From stimulus money, to financing options and grants many Fire and EMS departments are purchasing Deccan applications with the help of these resources.

One grant that you still have time to apply for is FEMA’s Assistance to Firefighters Grant.  From the Assistance to Firefighters Grant website, “The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical services organizations.  Fire departments or nonaffiliated EMS organizations operating in any of the 50 States plus the District of Columbia, the Commonwealth of the Northern Mariana Islands, the Virgin Islands, Guam, American Samoa, and Puerto Rico are eligible for funding.”  All Deccan International software applications qualify under the Firefighting Equipment Acquisition or EMS Equipment Acquisition categories.  Applications will be available beginning early April and must be submitted through the AFG website.  For more information on the Assistance to Firefighters Grant please visit www.firegrantsupport.com

Other grants are available through the Department of Homeland Security.  A core mission of the Department of Homeland Security (DHS) is to enhance the ability of State, local, and tribal governments to prepare, prevent, respond to, and recover from terrorist attacks and other disasters. The Homeland Security Grant Program (HSGP) is a primary funding mechanism for building and sustaining national preparedness capabilities. HSGP is comprised of four separate grant programs:

·         State Homeland Security Program (SHSP)

·         Urban Areas Security Initiative (UASI)

·         Metropolitan Medical Response System (MMRS)

·         Citizen Corps Program (CCP)

Together, these grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration costs.  See how Deccan International’s software applications address some of the most critical objectives advanced by the Department of Homeland Security.  New applications for the Department of Homeland Security grants will be accepted in Fall 2009.
